Dedi, In the constitution you occasionally find the phrase, "Indians not taxed". The Indians were considered to be sovereign nations even though they were within the borders claimed by the United States. Relations with them were governed by treaties. Those treaties had to be negotiated and ratified by the Senate just like treaties with any other country.
