If you're talking about Morgana from the television show Merlin then her story is rather different than legend, though similar at the same time. Morgana is shown to be King Uther's ward and the adoptive sister of Prince Arthur (the once and future king) though they have a mild romance in Season 1. However, in episode 5 of Season 3 it is discovered that Morgana is actually Uther's daughter and Arthur's half-sister. She is born with magic (though only Merlin knows this throughout Seasons 1 & 2) verbally battles Uther on several occasions on his hatred of magic and his desire to put to death those who practice it. She is fiesty and independent but cares deeply for her friends. She is particularly close to her maid, Guinivere (the future queen), and forms a close bond with Merlin as well. As he magic develops she begins to feel more isolated and becomes easily manipulated into thinking Uther must die for the good of the kingdom. She slowly progresses into an evil sorceress who swears revenge on Camelot, especially Merlin & Uther. This is due to the influence of her long lost sister, Morgause. Now, knowing she is a bloodline to the Pendragon throne, she is out to claim the lives of those in her way (Uther & Arthur).
Tradition states that Uther Pendragon was born in Bourges. He was the king of Camelot and the father of the famous King Arthur.
King Arthur is a legendary character and it is disputed that he ever existed. He was most certainly never King of England. The link below makes interesting reading ------------ Most historical evidence points toward Uther Pendragon to be his father.
King Uther Pendragon promised to give his newborn child, Arthur, to Merlin, the wizard. Uther sought Merlin's guidance after the child's birth, as he wanted to ensure Arthur's safety from enemies who might threaten him. Merlin agreed to take the child and raise him in secrecy, away from the dangers of the kingdom. This promise set the stage for Arthur's eventual rise to become a legendary king.

Merlin arranges for King Uther to lie with Igraine by using a magical deception. He transforms Uther's appearance to resemble Igraine's husband, Duke Gorlois, enabling Uther to enter their castle without raising suspicion. This plan is orchestrated to ensure that Uther can father a child, Arthur, who is destined for greatness. Ultimately, Merlin's intervention is pivotal in changing the course of destiny for both Uther and England.

So, Uther and Igraine fell in love and had Arthur who was sent to live with Sir Ector for safety and because Uther was going to die.
Merlin lives backward so he knows that the deal he makes with Uther will result in a child from tricking Ingrain in thinking he is her husband and by changing Uther he can get control of the baby ( Arthur) to make sure the baby will live to his kingship.
King Arthur's biological father is Uther Pendragon, the king of Britain in the Arthurian legends. Uther, aided by the wizard Merlin, conceived Arthur with Igraine, the Duchess of Cornwall, after Uther magically disguised himself to seduce her. This union ultimately led to Arthur's birth and his destined role as the legendary king of Britain.
