One must be approved by the ruling "Chinese Communist Party" (Which has never practiced Communism) to run for any position. At the National Level they are ruled by an elected party Congress (chosen from party-approved candidates touting nearly identical party lines) which then selects the Standing Committee of the Politburo by vote. The Politburo has nine members, most of the real power, and usually selects the Chairman of the Party and the President (often the same person) from amongst themselves. Often before a new member of the Politburo is chosen the Chairman will make a speech in which he more or less indirectly informs the National Congress how they had better vote.
