The original purpose of the U.S. Declaration of Independence was to gain support from the king. When this intention failed the Continental Congress hoped to sway groups including the uncommitted colonists, Spain, France, and those that opposed BritainÕs control.
Ben Franklin was one of them. Hope this helps.
The Continental Congress aimed to halt all trade with Great Britain to protest against oppressive policies and taxation without representation, thereby exerting economic pressure on the British government. By implementing a trade boycott, they sought to unify the colonies in their resistance, demonstrate their commitment to independence, and encourage domestic production. This action aimed to weaken Britain's economic interests and galvanize support for the revolutionary cause among colonists. Ultimately, it was part of a broader strategy to assert their rights and sovereignty.

It was specifically addressed to the king and, indirectly, to Parliament. The Congress hoped that it would gain the support of large numbers of Tones, uncommitted colonists, and the enemies of Britain - Spain, Holland, and particularly France. Jefferson may have had a vision that the document would serve as a model for later colonies anticipating revolution and as a standard by which to judge the country's progress toward equality.

Hi
The delegates of the first continental congress hoped to accomplish a resolution with England. Some delegates wanted a complete separation, while others sought legislative parity.
They hope to declare independence as soon as possible

Yes and no. It is congress that creates the budget, and there has been considerable wrangling over it for the past few years. What the president does is establish his priorities and then promote them to congress (especially to the members in his own political party), with the hope that those priorities will be funded. But even though a president can have a lot of input into the budget, the final document still has to come from congress.
