In the West - the emergence of U.S. Grant (Union) as a battle-winner, whose progress was unfortunately slowed-down by his General-in-Chief Henry Halleck, who believed in occupying territory, rather than destroying enemy forces.

In the East - the promotion of Robert E. Lee (Confederate), who won a string of victories through the summer that encouraged Britain to believe in the Confederacy and start planning to send aid.

To forestall this, Lincoln wanted to declare the war to be a crusade against slavery (which it hadn't been), making it politically impossible for Britain to help the South.

However, he could not issue this 'Proclamation' while he was still losing, or it would look like a desperate measure.

The unexpected Northern victory at Antietam in September gave him his chance, and British intervention was never high on the agenda after that.
