It wasn't Grant's idea - he was actually sceptical about it to start with.

Sherman had been getting worried about his supply-line, a single-track railroad all the way back to Nashville, that was always getting blown-up by Confederate cavalry.

If he ignored the Army of Tennessee, and conducted punitive raids on the people of Georgia, he could forget his supply-line, live off the land, and destroy farms and railroads, so helping to starve the Confederate armies in the field. He could also liberate Savannah, one of the blockade-runners' favourite ports.
