The North benefited because Caifornia was admitted as a free state, reducing Southern voting power in Congress. This is why the North felt they should make a pro-Southern gesture by agreeing to a new, toughened-up version of the Fugitive Slave Act. This backfired badly, arousing sympathy for persecuted runaways in the North, so the South ended up losing on the deal, and strongly resentful.
