A non-commissioned officer (NCO) is contrasted with a commissioned officer.

Commissioned officers are made so by an official document, actually or symbolically issued by a sovereign power. In the US this is the President. In the United Kingdom it's the Queen.

Non-commissioned officers (usually) obtain their position of authority by promotion through the enlisted rank. In the US Army they are corporals and sergeants and in the navy petty officers are NCOs.
