The cat o' nine tails (the cat) was a multi-tailed whip, each tail having knots spaced along its length, and was used to inflict severe physical punishment, notably in the Royal Navy and Army of Great Britain. On board ship, the captain may order a member of the crew to several lashes of the cat as punishment: 6, 12, 24 lashes and so on, depending on the crime. The seaman would be fastened to a grating set vertical. The whole crew would be summoned to 'witness punishment' and be forced to watch the punishment - as a reminder that they would receive the same if they committed the same crime or misdemeanour in the future.
I wonder if you mean cat o' nine tails. A cat o' nine tails is a whip, mainly used by the British Royal Navy for inflicting severe punishment back in the days of the old sailing ships.
A cat of nine tales is an old pirate tradition. Pirates who didn't obey the rules ,or something along the lines of that, were locked away in a cell and given a thick piece of rope. This was then picked at to nine strands of rope on one end and the thick end on the other. Once they had finished picking it, they were let out of the cell and whipped many times on the back with it.
