There's no Out of the box feature available in sharePoint to limit number of items in a list. You can however achive this requirement in several ways. a. Subscribe for alerts to the list and when the number of items reach 10, remove everyone's contribute permissions on this list. If you're a site collection admin, you will still be able to change this/manage this list. b. If you do not wish to remove permissions, you can hide the 'add new item' link using CSS manipulation once the number of items reach 10. c. If you want to automate the entire process, use an event receiver on ItemAdding event to cancel the operation SPList.Items.Count =10.
