Well specifying what settlements your talking about would help an awful lot. In general though usually when settlements pop up it's because people migrate from one area to another, usually uninhabited area. That or the area is already inhabited but these new group(s) of people come in to settle. This sparks a string of social, economical, and governmental changes.
