Outnumbered. But sometimes, incorrectly, the term "understrength" is used. Incorrectly, because an understrength unit could still equal or outnumber it's enemy.

The word (term) "outnumbered" is also mis-used frequently. Saying that "we're outnumbered" and then winning the battle; makes the victory that much greater, so commanders sometimes "exaggerate" the opposition somewhat, to make that victory greater than it really was.
