It's called the Schuetzenschnur, officially the Armed Forces Badge for Weapons Proficiency. To earn the award one must successfully shoot the German service rifle (G36), pistol (P8) and machine gun (MG3).
It is awarded at levels of Gold, Silver and Bronze. The awarded grade is determined by the overall score. It is not necessary to qualify with the machine gun in order to earn the Bronze Award, but machine gun qualification is necessary in order to earn the Silver or Gold Awards.

Every WW2 German badge had a swastika on it somewhere. There were some badges that had a large one in the center. But the value will depend on exactly the badge and its grade. Also, many German medals and militaria are reproduced so you have to ensure it is authentic. If the owner can trace it's ownership back to about 1960's then it is most likely original. A good site to help identify the badge is found by searching "axis history".

You've answered your own question! Military personnel are REQUIRED to qualify periodically in weapons. Your newest qualification level replaces the older qualification badge for the same weapon.
