Social Security is the whole of the system. The Social Security Trust Fund represents that money that has been paid into the system, but has not yet been paid out, and since you can't just leave a big pot of money sitting out around politicians, they've since stolen and used to fund other government programs.

Okay, "stolen" might be too harsh a word, but it's looking increasingly unlikely that they will ever be able to pay it back.
