After the passage of the Indian Citizenship Act of 1924, American Indians were granted U.S. citizenship, which allowed them to vote and enjoy other rights of citizenship. However, the act did not automatically guarantee these rights in all states, as many continued to find ways to disenfranchise Native Americans through legal loopholes and various state laws. It wasn't until 1957 that voting rights were fully enforced nationwide for American Indians. The act marked a significant step toward recognizing the legal status of Native Americans within the United States.

If your parents were born in Romania, they are quite likely Romanian (or were) at time of birth. First step is for at least one of them to go to a Romanian embassy/consulate and fill out a form requesting their birth certificate(s). Next step is for them to fill out a clarification form whereby they seek to clarify whether they had Romanian citizenship, and if so, did they ever lose it. If a determination is made that they did not lose their Romanian citizenship, then you have a birthright to Romanian citizenship. If they had, and subsequesntly lost, Romanian citizenship, then they (and you and your children) have the right to regain Romanian citizenship (in this case knowledge of the Romanian citizenship is a requirement). Hope that helps.

A Permanent Resident is a non-citizen within a country other than one which they have citizenship for. Permanent Residency grants them all rights to live in that country for as long as they desire, with certain conditions. They do not have all rights of a citizen, such as voting and representation, however; Residency is normally the last step towards gaining citizenship.
