If you watch the music video to the song you'll see a guy with a girl. Then the singer of the song, V V Brown, is following them with a radio and taking pictures of them. V V Brown is the guy's girlfriend and he is cheating on her with the other girl. So by saying shark in the water she means that her boyfriend is cheating on her with the other girl or the "shark". She also leaves the his doorstep then tapes a picture of him and the other girl to his door. She rings his doorbell and walks away. Once he comes out to answer his door he sees it and knows that she saw him cheating on her. She has the radio with her to record the song she is singing, "Shark in the Water". Lastly, you will also see her at a pub looking over the pictures sort of in disbelief. So I hope that this has helped you a little.
