My reckoning is Manchester, a study performed by the London government shows that "Britain's most violent place for the second year running is North Manchester, with police recording 44 acts of 'violence against the person' per 1,000 people in the 12 months to April."

Although the above statement contains some truth, the national statistics are based on in-accurate information. If you average out crimes per person then it would seem that north Manchester is the most viloent place in the UK, however, this is only an average. The more people there are, the lower the average will be. If you take London as an example, it has a population of nearly 8,000,000 people where as Manchester has a population of just under 500,000. Therefore 44 acts of violence against the person per 1,000 people would seem very high were as in reality, London would have a much higher crime rate as it has nearly 16 times the population of Manchester but seems less because the average is lower because there are more people to average out. So on paper, it looks like it has the highest crime rate in the UK were as in reality places such as London and Birmingham would have alot higher crime rates.
