This posed a problem that many letters were not accepted and thus not paid. In 1837 Britain's Postmaster General, Sir Rowland Hill, proposed a pre-paid delivery system and the proof of payment was a stamp. Sir Rowland Hill's system was eventually accepted and on May 06 1840 the world's first stamp went on sale, the Penny Black.
