The Germans didn't let the "free French" government run anything. It was known as the Free French government IN EXILE because they had to get out of France and all German-controlled areas. The only government the NAZIs recognized in France was the one that was allied with Germany, the Vichy gov't.

France had Germanic people living in there country and the Germans had French people living in their country. They disliked each other intensely. They both fought in World War 1. They had the Treaty of the Versailles in common too. They shared the coast of the English Channel. They both had navies but the French did not have a lot planes like the Germans did. Some German citizens hated the Nazis and most French people hated them. Both countries had Jews in their nation that were fairly well off or insanely rich.
The war began in Europe when the Nazis invaded Poland in September 1939. Things escalated from that point. The British and the French were outraged and declared war on the Nazis. The Nazis kept going and went after Norway, France, Belgium, The Netherlands, Denmark and other Eastern European Nations.
The USA supported all the European nations ravaged the atrocious Nazi Regime, not just France. They went to Africa and Europe to free the people of the oppressive, cruel, muderous Nazis.
