What led me to search for this question of an armistice is a letter I have dated May 10, 1865 from Texas that mentions talks of an armistice. Quote "There is reported an armistice of sixty days, I suppose you have hear it." At that time, her husband was away with the Confederate troops, evidently with the last of the soldiers. I have not found any info on an actual armistice. Everyone looks for an armistice when Lee & Grant met in April but perhaps we should look at May when the last of the troops were in Mississippi.
That's a Shakespeare quote from Romeo and Juliet by Tybalt.
He feels the King has ignored all efforts by the colonist to maintain peace, and that conflict has already started. To quote from his speech (and it is a good one, worth reading) "Gentlemen may cry, "Peace! Peace!"-but there is no peace. The war is actually begun!"
Mr Smith says it to Neo in the end of the original Matrix movie. The entire quote is: "Everything that has a beginning has an end, Neo."
One notable Neville Chamberlain quote that reflects his approach to diplomacy and appeasement during his time as Prime Minister of the United Kingdom is "I believe it is peace for our time." This quote was said after the signing of the Munich Agreement in 1938, in which Chamberlain sought to avoid war with Nazi Germany by appeasing Adolf Hitler. Another quote is "Peace in our time," which Chamberlain famously declared upon his return from the Munich Conference. These quotes illustrate Chamberlain's belief in negotiating and making concessions to avoid conflict, even if it meant compromising with aggressive powers.

Yes, you should capitalize the first letter of a quote at the beginning of a sentence, even if it is in the middle of another sentence. This helps to indicate that the quoted material is beginning.
November 1919, President Woodrow Wilson declared November 11 as the first commemoration of Armistice Day. Quote from the president: "To us in America, the reflections of Armistice Day will be filled with solemn pride in the heroism of those who died in the country's service and with gratitude for the victory, both because of the thing from which it has freed us and because of the opportunity it has given America to show her sympathy with peace and justice in the councils of the nations…"The original concept for November 11 was for a day observed with parades and public meetings and a brief suspension of business beginning at 11:00 a.m.
