Anthony's picture only appeared on $1 coins struck in 1979-81 and 1999. Anthony was alive (and very unpopular) in 1902 so she legally and politically would never have appeared on a coin from that time.

If you check a good history book you'll discover that in the 19th century women didn't have the right to vote and SBA was hated for her efforts to bring about equality. The chances that a men-only Congress would honor her on a coin would have been less than zero, even if it weren't illegal to depict a living person on US Coins.
