So many of these steel cents still exist in uncirculated condition that they are worth very little if they have even the tiniest trace of wear. These "sets" were often assembled and put in pretty cases by companies on the fringe of the numismatic market. Many were made with "reprocessed" coins which have a fresh coat of shiny zinc applied over scratches and rust spots and sold through ads in non-numismatic publications for many times the actual value of the coins.
Lincoln is on the penny, Roosevelt is on the dime. It's likely a novelty coin with no value.
