IMO you need to specify your question - in what exact area? - religious, culinary, festive traditions etc. plus refer to a more or less distinctive period in history e.g. XIXth century, under Peter the Great etc. ...
and spell the name of the city correcly pls - it's St. Petersburg!!

The founder of St Petersberg was the Emperor Peter the Great. St Petersberg was founded on May 27th 1703.
There are a number of major ports that provide access to the Baltic Sea. The only country that is specifically known for having two is Russia which has the port of St. Petersberg in the North (between Finland and Estonia) and Kaliningrad in the South (between Lithuania and Poland) in Kaliningrad Oblast.
Definitely Western Russia, specifically in Moscow and St. Petersburg.
