Athenian citizens had had to install a tyrant to end exploitation by the upper class and govern for all classes. After 40 years of this, they wanted more control themselves so they expelled the tyrant, and replaced the attempted move by the aristocrats to regain power by establishing a citizen assembly to make laws. This eventually developed into a direct democracy where government was effected by vote in fortnightly assembly meetings.

What was a major issue with fifth century democracy in Athens?

When the limited democracy developed into a radical democracy, where the citizens in fortnightly assembly made the decisions and the coulcil carried them out, this became open to too much influence by the skilled orators, some of whom led the people astray, into a devastating war, and massive loss of lives. After this loss, the democratic process was limited to a more balanced level.

Why did the ancient city-srates of Athens and Sparta develop different political systems?

Sparta had a limited democracy which suited their needs. Athens had a dominant aristocracy which they overthrew and established a dictator (tyrant) to keep the aristocrats under control. When the Athenians tired of the tyrant, they replaced him with a limited democracy, the aristocrats took power again to resist the Persian invasion, and the people then replaced them with a democracy again led by Ephialtes, whom the aristocrats assassinated. His deputy Pericles took over and experimented with a radical democracy. This resulted in their leader leading them astray, and their defeat in the Peloponnesian War. They reverted to a limited democracy similar to the Spartan one.

What kind of government was established in ancient Greece?

Athens' government changed over time. Up until 508/7, Athens was a tyranny. Cleisthenes introduced democracy but Athens then became an Oligarchy under the aristocrats who led the city to ward off the Persian invasion. 460 CE Ephialtes reintroduced democracy, was assassinated for this, and his deputy Pericles took over to complete Athenian democracy. It was a direct democracy by the people, unlike the representative democracy of today. Then it was conquered by Alexander and etcetera etcetera.
