Large sections of population in France were convinced that the Constitution of 1791 gave political rights to only the rich section of society. Political clubs became important rallying point for people who wished to discuss government policies and plan their own forms of action. The most successful of these was that of the Jacobin. Such people joined Jacobin clubs.
