Yes, it is safe. I am assuming that you are moving mom with them as she should still be nursing. She may get a little nervous about the new location but make sure she in in a nice quiet comfortable place where she feels safe. If she is a little nervous, encourage her to lay in the box with the puppies and give her lots of petting and reasurrance by talking to her. Hopefully, this will make the transition smooth and she won't try to move them to another or the old location. If she does try to move them just keep an eye on her so you can put the puppies back in the whelping box. In a day or two she should settle in nicely.
