Supposedly the BIA (Bureua of Indian Affairs). However, the BIA Refuses to account for the billions of dollars it holds "in trust" (funds) for Native Americans; it also refuses to release any records; and what little information that can be squeezed out of them about this money shows that they have lost most of it. This agency has also admitted to committing acts of Genocide against Indians, over the last 200 years. If asked I think most, if not all, Native Americans would say the BIA needs to be shot; and some need to be tortured to death in very slow ways. So while this agency purports to represent Native Americans, it in truth is perfect example of why Native Americans hate the US Government.

While some benefited from programs like the Civilian Conservation Corps and Works Progress Administration that provided jobs and economic relief, many were often excluded from these benefits due to discrimination. Additionally, the Indian Reorganization Act of 1934 aimed to restore some autonomy and land to Native Americans, but implementation varied widely and often fell short of expectations. Overall, while the New Deal offered some opportunities, systemic inequalities persisted for both groups.
Hoover believed Americans should first of all have an efficiently run government that eliminated unnecessary waste. After the Great Depression hit, Hoover believed government enforced efforts via tariffs, an increase in taxes for the wealthy and corporations, and expanded public works would help ailing Americans. These efforts failed to sufficiently stimulate the economy.
The Treaty of Paris was meant to safeguard Native American land against further invasion by the English colonies. It didn't really works as planned and Colonialists still intruded upon the lands, later causing friction between them and British and becoming a small problem that led to the American Revolution.
