Physically and mentally fit for military service. Records of Educational and Law Abiding backgrounds are preferably to be of good standing. Physical, mental, educational, and law abiding conditions of the recruit are based upon the needs of the service: 1. In the beginning of WW2, top notch men were the only ones accepted for service. 2. As casualties and other such attrititions consumed resources during WW2, men with missing fingers, limps, no education (which had normally NEVER been a requirement for enlisted men anyway), less than normal law abiding records, or other such difficulties, were admitted into the US Military. Note*Armies and Navies thru-out history; US, Great Britain, Russia, etc. have often used inmates from their prisons to fill the ranks of Infantrymen, or sailors to man their warships during desperate wars.
