Queen Hapshepsut declared herself pharaoh around 1478 BC when her brothers had died and she was the only royal heir to the throne left. She would often disguise herself as a male.
She was not usually deified. The pharaoh Akhnaten (King Tut's father) deified he wife Nerfertiti while she was still living (and declared himself a god also). The pharaoh's wife was not given a special title.
It is because Cleopatra was trying to make herself queen of Egypt by getting help from Caesar. Caesar did not know if he should trust her. With the birth of their child Caesar knew that Cleopatra was trustworthy enough and thus ready to become a queen.
