Perestroika was a program put into place by Gorbachev that was designed to address the restructuring of the Soviet economy. It was Gorbachev's intent to revitalize it.
The Soviet premier who instituted perestroika and glasnost in an effort to save the Soviet Union from collapse was Mikhail Gorbachev. Perestroika, meaning "restructuring," aimed to reform the Soviet economy, while glasnost, meaning "openness," sought to increase transparency and freedom of expression within the government and society. These policies were introduced in the mid-1980s but ultimately contributed to the dissolution of the Soviet Union in 1991.
Well in the beginning of the new soviet government, there was a lot of anarchy, their was still fighting going on between the Tsars nationalists, and the Soviet bolsheviks. So with this there was little work done on the economy and more work put on other needs. with this there was little to no government control over the economy rendering it obsolete.
