One goal is to have a kid rule the world and domination find an alien and sit on the sun with his mother
Andrew Jackson did not directly draft the Monroe Doctrine, which was articulated by President James Monroe in 1823, but he supported its principles as a key aspect of American foreign policy. Jackson's presidency (1829-1837) coincided with the doctrine's assertion that European powers should refrain from interfering in the Americas, aligning with his nationalist views. His administration also took actions that reflected the doctrine's spirit, particularly in Latin America, where he sought to promote U.S. interests and influence. Thus, while not a primary author, Jackson's policies were consistent with the doctrine's goals.
The UK played a role in the Monroe Doctrine primarily due to its own interests in maintaining stability in the Americas and avoiding conflict with the United States. In the early 19th century, Britain was concerned about potential European interventions in Latin America, which could threaten its trade and colonial interests. The Monroe Doctrine, announced in 1823, asserted that the Americas were off-limits to further European colonization, and Britain, recognizing that a strong U.S. stance could be beneficial for its own goals, chose to support the doctrine indirectly rather than oppose it. This tacit agreement helped solidify U.S.-British relations and established a framework for Western Hemisphere policy.

prevent European intervention in Latin America
Missionary diplomacy was used by Woodrow Wilson during the years as president, it was a type of diplomacy that spread Christianity. This also was a Corrollary to the Monroe Doctrine, which stated that Europe should stay out of Latin America.
This is a tricky question. Most official sources will say the United States tried to do that; in reality, the Monroe doctrine's goals were to keep Latin America for the United States to exploit.

In the annual State of the Union Address, the president presents goals for the legislative.
I think you mean "to make the world safe FOR democracy"-- whether people agree with his policies or not, there is no credible evidence the president is opposed to democracy. That said, it should be noted that unlike the Monroe Doctrine, there really is no specific "Obama Doctrine" that was ever written down and voted on by congress. Like most presidents, Mr. Obama has specific goals and strategies for helping America to remain strong and for maintaining a balance in the world. Some of his policies seem to have worked, while others are more difficult to assess, and it may not be until after he is no longer president that we can make an accurate assessment. Some of President Obama's unofficial Doctrine seems to involve using diplomacy first, rather than committing America to other wars (poll after poll shows the American public does not want more wars at this point). Some of his Doctrine seems to involve the use of drones to target suspected terrorists. Some of his Doctrine seems to favor using force only as a last resort. I enclose a link to the Wikipedia explanation of the so-called Obama Doctrine, which includes both praise for it and criticism of it.
