The opportunity didn't arise. Mainly as a result of the Cold War and the division of Germany there was NO peace treaty between the Allies and Germany till shortly before the re-unification of Germany in 1990. At that point, 45 years after the end of WW2, it was a matter of laying down some conditions before agreeing to reunification. Please bear in mind that the situation after WW2 was very different as Germany was subject to a much more devastating defeat than in WW1.
