You could argue that all of Europe is responsible for WWII because they ignored or underestimated the Nazi threat while there were things that could be done about it. This charge would be difficult to make against Churchill, however, as he was an outspoken critic of Hitler in the 30's and had repeatedly made demands that his regime be confronted. Unfortunately, he was dismissed by his fellow parliamentarians as paranoid and hate-mongering. The question is about the Cold War, not World War 2.
The Cold War started because the United States and the Soviet Union were allied, but then turned into enemies.They had different political and economic ideologies and systems.The US (United States) was democratic and capitalistic while the SU (Soviet Union) was totalarian communist.It does not in any way seem like they were avoiding the Cold War itself, but the Cold War was more or less the process of avoiding (or entering) the starting shot of the third World War.

Suspect a defective temperature sensor-- the one that talks to the car computer. It is not telling the computer it is cold outside, and not enough fuel is added to allow startup when cold. Suggest replace the temp sensor.
