Diocletian created the tetrarchy (rule by four). He co-ruled with Maximian. The two of them were senior emperors . Maximian too charge of the western part of the empire and Diocletian took charge of the eastern part. Two junior emperors were appointed to oversee two border areas which were under constant attack from outside: the river Rhine in the west and the river Danube in the east.

This made the organisation of the defence of the frontiers more efficient However, Diocletian also massively increased the imperial bureaucracy which became very expensive. After Diocletian the tetrarchy fell apart as its members started fighting each other.
