If it was as an appointed Governor it might include the essentials to create a grist mill, a saw mill, abundant trade goods, farming and construction tools, skilled craftsmen, a minor but well armed security force, qualified medical personnel, a complete blacksmith shop, emergency food stores, seed grains and plantings, livestock, a skilled poacher or two, a religious leader, and the list would go on for pages.
