Many people today would say that the Government is taking more and more of our rights away "for the greater good of the Country". A famous American once said that, 'Anyone who would trade his rights for security deserves neither one.' So what we see is Government following Locke's principles whether the people agree or not.

For Locke, the state of nature was a thought experiment that attempted to describe the state of human society without government. It was not a primitive or prehistoric state at all. For example, it could contain morality and trade and families and money and so on; the only element lacking was government. .
there are laws that cover what people can reasonably expect when it comes to trading with other people. The government has set up infrastructure that specialised in these sort of regulation's. the people that work for the fair trade organisation get paid to look after the interests of people doing business by the government.
Ecuador is actually mixed. The government has some involvement, but they allow people to trade and export and import.
