There are far more than two levels of government that can levy taxes. Several different Government Agencies can also levy taxes. Federal, State, and Cities, are some of the levels that can levy income taxes alone.

The war was financed primarily through the issuance of government bonds, which allowed citizens to lend money to the government in exchange for interest payments. Additionally, taxes were increased, including income taxes and excise taxes on goods, to generate revenue for military expenses. These methods helped sustain the financial demands of the war effort.
After 40 years, in which the tyrants had successfully suppressed the oligarchs and ruled for the benefit of all. they became unpopular. One reason is that the inequity problem had been solved for two generations and was no longer an active issue for the populace. The other was that the tyrants had to hire a force to protect them against the vengeful oligarchs. To do this they had to levy taxes, and Greeks hated taxes, so that pushed the deposition of the tyrant.
One characteristic of the Article of Confederation was that it allowed states to govern their own area. Another characteristic was that it left the central government without much power to ensure that the country was operating in a positive direction.
It could not effectively collect taxes to pay war debts. It lacked any real power over the states. It had no ability to enforce rules.
