2. Because of the need for people to control the territory that Rome acquired, the position of praetor was created. At first it was understood that after serving a term as praetor you would become consul, but as there were more and more praetor positions created (ended up with 6 in total) not everyone who was a praetor could become consul since there was always only 2 positions
