Oklahoma was recognized as a US territory on May 2, 1890, until November 16, 1907. On November 16, 1907, it was made a state as it met the requirements for statehood made on July 13, 1787. Which include a population of 60,000 (60,000 citizens, not just people- and back in the early days that was white males who owned land, hence the delay in statehood). The state needed to make a constitution before it could be recognized--every 1,200 would be granted one delegate to a territorial convention discussing whether or not to become a state and a constitution.
