The Confederates did not have anyone in the job of General-in-Chief until they created that post, in some desperation, in January 1865. By then, the only choice was Lee himself.

Before that, Lee had been reporting to his President, Jefferson Davis, an ex-Army man who had hoped for senor command in the war, but had been 'kicked upstairs' to President.

For most of the war, he tried to fulfil the role of General-in-Chief, but was badly out of his depth.
