He was the main architect of the Battle of the Little Bighorn (aka "Custer's Last Stand"), and well-known among Natives and whites; bringing him in afterwards was a major publicity coup for the US government of the time. (He surrendered because his people were cold and starving.) There were concerns later that he would support the Ghost Dance movement, which threatened to bring the tribes off the reservations, and restart the Indian Wars. He knew from his travels that the Americans outnumbered the tribes, and had superior weapons and technology, but that didn't stop his name from being tossed around as a possible supporter.
