Herbert did take some steps during the depression. Some of them were Speeding up public works, commodities price supports, conferences with business and financial leaders and unemployment relief.

Hoover didn't really do much during the Great Depression to help the people. That's why shanty-town were named after him (Hooverville). However, towards the end of his term of presidency he began to worry about the election. Therefore, started creating programs and more jobs the better the economy. Hoover Dam was built to provide more jobs. However, his last-minute resolutions did help him win the election.

Hoover tried to create numerous programs; however, none of them really helped. He also attempted to encourage the sale of American goods through the Smooth-Hawley Tariff Act which increased tariffs on imported items, but it only made the situation worse when other countries responded by raising tariffs on American goods. Hoover also passed the Federal Home Loan Bank Act in an attempt to increase home construction and decrease foreclosures. Lastly, he passed the Emergency Relief and Construction Act which funded public works to combat unemployment.

Hoover took a very active role in dealing with the depression; he is often (unfairly) blamed for it, but the fact is that his policies were at least as effective as Roosevelt's (and cost less). In fact, towards the end of his administration, he wanted to do even more, but didn't want to commit the government to programs that Roosevelt would later cancel. He tried to meet with Roosevelt to see what programs Roosevelt would be likely to continue, but Roosevelt didn't want to give Hoover any of the credit, so refused to meet with him.
