Not in Serious Decline but some people began to follow other Religons instead of what the Church of Rome taught (who was headed by the pope). One country who lead the decline of the following of the church of Rome was England who's ruler was Queen Elizabeth I.

One significant factor in the decline of Meroë was the depletion of natural resources, particularly deforestation and soil degradation, which undermined agricultural productivity. Additionally, the rise of rival powers and changing trade routes diminished Meroë's economic strength and influence. These challenges, combined with internal strife and possible shifts in climate, contributed to the city's eventual decline.
It depends on which time of Rome it is. Monarchy Republic Empire Decline (spells Mr.Ed!) If it was the Monarchy, it means one person was in charge of all of Rome, meaning the monarch of Rome controlled Rome politically. If it was the Republic, there were two censors (I think) that ruled Rome, and these two censors basically governed Rome. (I also think that each censor could rule for only one year) If it was Empire, then there was elements of both Monarchy AND Republic, meaning that there was one monarch that controlled, but the power was limited by the Republic. If it was Decline, there was no ruler:) This is kind of a vague answer, and some of the stuff might be wrong if I remembered incorrectly.
