The America that the world knew was a vast unknown land full of indenturement, danger, and relative unsophistication... virtually a dumping ground for Europe's undesirables and rebels.

Before and after the Articles of Confederation (1877) the Anti-Federalists, such as Thomas Jefferson, wanted the states to be the primary authority over their citizens. Anti-federalists
55 of the 72 delegates who drafted the articles of confederation, or the constitution's predecessor, although only 39 signed, as many of the southern state representatives refuse to sign due to lack of slaveholder rights. Among the signing delegates were George Washington, Thomas Jefferson, Benjamin Franklin, Alexander Hamilton and James Madison.
