I think the most important discovers in medicine during the Middle Ages were in the East, and were contributions of Islamic physicians. They include practices of medical investigation that are quite modern sounding, such as clinical trials, animal testing and statistical analysis of results. I would assume that the only thing that could have done to assist public health was that they didn't go out in public and spread or catch disease. Aside from which, I'm not real sure that there was any kind of "public health" outside of plague houses in the Middle Ages.

The first attempts to enforce public health measures came about as the result of the black plague of the middle ages. The black plague resulted in the death of an estimated 200-million people between 1346 and 1353.
