Hammurabi's Code was a set of laws. They basically used they eye for an eye rule of thumb. But the upper class were not punished as badly as the lower class, and stealing from, say a temple, meant you had to pay back three times as much as what you stole. If you stole from the a person you would just have to pay back what you stole. if you couldn't, you would die. And thee penalty for murder if you were upper class was just money, but if you were a farmer or a slave, you would die, possibly along with your family. The significance was that it is the first large set of rules actually collected and recorded in cuneiform, (ancient writing in clay slabs, later baked in the sun to turn to stone) not just passed along by word of mouth.
