Some uses were

  • Forming blocking forces behind regular Red Army troops with orders to shoot their own soldiers if they retreated against orders.
  • Interrogate suspected political dissenters using torture.
  • Root out people who were against Stalin's orders and plans and have them executed, exiled or imprisoned without trial.
  • Encourage people to turn in counter-revolutionaries. They even encouraged children to turn in parents.
  • Guard prisoners in the concentration camps and in the GULAG system.

Essentially, the secret political police were used to prevent any type of dissent from official public policies.
