Freedmen's Bureau and Civil Rights bills were in effect meant to protect the various the rights of Freedmen. The term freedmen apply to former slaves who were manumitted or emancipated.

It was observed that by February 1866, Republicans were already united upon Freedmen's Bureau and Civil Rights bills by Trumbull, as essential amendments to Presidential Reconstruction. By radicals, they were seen as initial steps towards a lot more fundamental changes while moderates viewed them as a preface to essentially re-admitting the whole of the South to Congressional representation.

Freedmen's Bureau, was essentially a federal agency created at the time of Reconstruction so as to help put distressed refugees widespread after the American Civil War. It was finally disbanded at the end of the year 1868 by President Andrew Johnson, who was staunchly opposed to helping the freed slaves.

When one hears of the Freedmen's Bureau, one needs to take into account the time it was created; if you do that, its purpose will be uncovered with some thought and intuition. Established during Reconstruction in 19th century America history, this institution's purpose was to help the now freed African Americans transition from slave to free. It was a welfare agency that built hospitals, gave rations, and provided medical assistance to freedman. The biggest achievement was in education, here 1,000 schools for African Americans were built or funded by the Freedmen's Bureau. However, the Bureau came to an end as land distribution reform never came. Land distribution in the South gave too much power to the owners of sharecropping farms and not enough power to the newly freed slaves. In the end, the Freedmen's Bureau was an ambitious agency that wanted to help the transition of freedmen into a "free" life.
