It was developed from 1943 to 1945. It was the first general purpose computer (not just a calculator).
Depending on the type, a computer can be considered an electromechanical device. This is because some parts feature mechanical operation (e.g. floppy disk drives and optical drives) while others are purely electronic.

Computer cameras are the same quality as a regular webcam. However, digital cameras are a lot better than built in computer cameras because you can take pictures and videos where ever you go and you can just upload them to your computer.
