The Roman officer rank system was different than today's. There was not an officer rank designated as commander of a cohort. Effectively a cohort was led by the commander of its first century. The rank of the officers also varied depending on the cohort they belonged to.

The Roman legion had ten cohorts. Cohorts 2 to 10 had six standard centuries and cohort 1 had five double size centuries. The first cohort had five primi ordines who commanded the five centuries of the first cohort. The senior among them was the primus pilus who commanded the first century, and therefore was like a commander of the cohort. The pilus prior was the commander of the first century of cohorts 2 to 10. The other five centuries were commanded by centurions. The pilus prior and the centurions of cohorts 6 to 10 were of lower rank than those of cohort 2 to 5.

How was the Roman army so organised?

A Roman legion, at full strength, was 6,000 men counting officers and standard bearers. It was organized into units called cohorts which consisted of 480 men plus officers. The first cohort was double in size. The cohort was further divided into centuries which, despite the name, was made up of 80 men plus a centurion and optio. There was a further division called a contubernium which was a group of eight tent mates. There was also a detachment of about 300 cavalry with each legion.

What did 800 legionaries form?

If you mean what military unit, the best answer is a cohort. A "century" was about 80 men (I know, the name suggests that it should have been 100) and ten centuries made up a cohort. Five (or six) cohorts consistuted a legion. However, commanders were always tinkering with formations and troop strength and at different times there could be more or fewer troops in a unit. A cohort might have as few as 240 men or as many as a thousand.
